If the study is performed to a sufficiently small number of firms and/or stakeholders, the level to which inference can be drawn will necessarily be reduced due to the fact that the results will not be able to shed light upon a broad range of issues and will otherwise really focus upon the means by which if you entities without for sponsoring to the survey/questionnaire.
